It's original purpose being that of a Sanctuary or ''Prison'' as they were once called in the 20th century, these massive hulking spheres were abandoned mid 21st century after massive riots on board when all 2000 staff were murdered by inmates.

This image shows a squadron of deep space exploratory craft discovering one of these structures drifting intact in the Alpha Centauri quadrant.
